Hysteria Of Russia In PACE
The period error necessarily occurs during sobering. The Kremlin’s euphoria from the triumphant return of the Russian delegation to PACE was rather quickly spoiled by the pragmatism characteristic of Europeans.
It can be assumed that the pragmatism of European parliamentarians depends on the time of year. But let’s hope that this is not so. It is known that in the summer the Regulatory Committee, lifting diplomatic sanctions, reaffirmed the full powers of the Russian delegation to PACE. Later, State Duma deputy Petr Tolstoy was elected to the post of vice speaker. Along with him, other equally noble people entered Strasbourg.
You don’t have to dwell on personalities for a long time. Suffice it to say that Moscow chose the “best” for its representation in this organization, who have proven their loyalty to the regime and have gained a hand on terry propaganda, whose main positions are openly contrary to international law.
Europeans can be understood, they receive a payment from the contributions of each member of the Assembly and have no other sources of income. This is not Russia, where belonging to authoritarian power guarantees almost unlimited access to financial and material benefits.
But obviously the joy of pouring 33 million euros into the organization’s cash desk passed, and already at the winter session, the Assembly adopted a resolution in which Russia appears as an aggressor country, although it is not directly named. It is safe to say that the active work of the Ukrainian delegation to PACE, together with partners in Baltic +, has borne fruit.
Also, many European deputies were indignant at the constitutional reform voiced by Putin, in which the prevalence of domestic Russian legislation over international was announced. The Secretary General of the Council of Europe Maria Peychinovich-Burich spoke about this from the PACE rostrum. She also noted the danger of Russia escaping responsibility for its many crimes and non-recognition of the verdicts of international courts.
Perhaps the topic played by the Russian side did not play a secondary role, including the infringement of the Russian language in Ukraine, and the legitimization of the L/DPR representatives, who frankly do not fit into the general goals of the organization.
As a result, Strasbourg ordered the Kremlin to fully and flawlessly comply with the Minsk agreements, put an end to military intervention in Ukraine, stop supporting illegal armed groups in any form, and stop the annexation of Crimea, South Ossetia and Abkhazia. The Federation was also called on to take concrete measures to address human rights and rule of law issues, including with regard to LGBT people.
A fairly wide range of requirements on issues that are rather painful for the Russian Federation quite predictably provoked a stormy reaction of delegates from the State Duma, and then the Russian media.
The Russian delegation stated that it did not agree with the text of the resolution, rejected Moscow’s involvement in the conflict in the Donbass, and called the annexation of Crimea “restoration of historical justice”. The tone and peremptory statements have once again confirmed the Kremlin’s intentions to further advance its interests without fulfilling decisions and recommendations of international authorities.
Moreover, Petr Tolstoy said that the delegation would leave PACE in case of its removal or restriction of authority in any form. Obviously, not wanting to answer for the crimes, Moscow again is trying to play a financial card, using membership fees as a way of psychological pressure on the Assembly and its employees.
Boycotting, leaving the conference room, rude blackmail and hysteria in the media have become the traditional behavior of Russian representatives in the absence of clear answers to specific questions. The Kremlin believed that having returned the delegation to Strasbourg and paying off the arrears of contributions, they bought off uncomfortable questions about the military invasion, violation of human rights and democratic standards, and also covered themselves with numerous followers from the far right in this organization.
In conclusion, it is worth saying that Moscow, perfectly mastering the skills to destroy democracy, built a lie around the annexation of Crimea, the war in eastern Ukraine, an independent investigation into the political assassination of Boris Nemtsov, and the Malaysian Boeing catastrophe with the Chinese wall.
All this, together with the grossest violations of human rights, gives rise to the Ukrainian delegates and Baltic + to challenge the powers of the Russian delegation. Lithuania stated that it intends to raise the issue of the powers of the Russian Federation in PACE every session in order to continue to resist “the hegemony of Russian geopolitics against human rights”.
All this should be the reason for the real expulsion of Russia from PACE, as the most aggressive and incorrigible violator of international norms, goals and standards of the organization. Let us hope that PACE is not sold for debts on membership dues, but will continue to remain an international platform to uphold the basic values of a democratic society and protect human rights.
